1. Do you agree or disagree with the finding of blight in Historic Ardmore? Please elaborate.

A. I disagree with the finding of blight in Historic Ardmore. Webter's Dictionary defines blight as: "Something that frustrates plans or hopes." This is certainly not an appropriate designation for Ardmore. One cannot help but wonder whether the finding of blight was merely a means to an end. In my opinion, it is the use of eminent domain, as proposed in Ardmore Redevelopment Plan B, which would "frustrate plans and hopes." This is the case as the use of eminent domain (as proposed) would suggest that Lower Merion Township is unwilling to support its businesses and land owners.

2. In what circumstances and situations should eminent domain be exercised by Lower Merion Township?

A. Eminent domain should be used as a last resort in cases where private property is needed to carry out important functions of public purpose. In addition, the use of eminent domain should comport with the Township's comprehensive development plan.

3. What is your position on the proposed Ardmore Redevelopment Plan and what will you do regarding its implementation if elected?

A. As an initial matter, I disagree with the way the Redevelopment Plan has been handled. If elected, I will make every attempt to bring all interested parties to the table in an effort to seek a consensus in moving forward with a responsible redevelopment plan. Certainly, one hallmark of such a plan is concern for those [a]ffected, i.e., Ardmore's business owners. Anything less would send a message that Lower Merion Township does not stand behind its land and business owners. To that end, I would propose that the Township immediately halt all efforts to move forward on "Plan B." Additionally, I would request that all officials involved in this process fullly disclose any and all conflicts or potential conflicts of interest.
