Philip Rosenzweig, Ward 6 - Rosemont/Villanova 1. Do you agree or disagree with the finding of blight in Historic Ardmore? Please elaborate. A. There is a legal basis upon which a "blight" finding has been made relative to Ardmore and the declaration of "blight" is legally necessary pursuant to the laws surrounding redevelopment zones regardless of the exercise of eminent domain. The use of the term "blight" is certainly offensive relative to Ardmore. I do not agree that the portions of Ardmore in issue are blighted relative to the common usage of the term. 2. In what circumstances and situations should eminent domain be exercised by Lower Merion Township? A. PLEASE NOTE: This question calls for a legal treatise in response and is fraught with legal complexities. Eminent domain should only be exercised by government to advance legitimate, vital public interests where "public exigency" and the "public good" are both clearly present and established. Government should use eminent domain with extreme caution and only in instances of absolute necessity for a vital public purpose. 3. What is your position on the proposed Ardmore Redevelopment Plan and what will you do regarding its implementation if elected? A. Plan B should, at a minimum, be held in abeyance pending further analysis. I would strongly support the abandonment of Plan B in favor of a more balanced approach to redevelopment.
