1. Do you agree or disagree with the finding of blight in Historic Ardmore? Please elaborate.

A. I do not agree with the finding of blight in the area defined as Historic Ardmore. Regardless of the legal definition that made it possible for such a finding to be made, "blight" is not a term that should be applied to a functioning business district that has substantial community support, an active business district authority and business association, and several million dollars of public-private investment. There are properties in Ardmore that can be significantly enhanced by repair, updating and maintenance, as there are in any mature community.

2. In what circumstances and situations should eminent domain be exercised by Lower Merion Township?

A. Lower Merion Township should not exercise eminent domain except as a last resort, for the purpose of a clearly defined public good that is supported by the majority of the community. It should be considered only in order to achieve a use or improvement agreed to be necessary by a majority of residents. Where the public good intended is not clearly defined, or its necessity is questioned by a substantial portion of the community, eminent domain should not be considered. Private property should not be subject to taking except in the clearest circumstance of public need.

3. What is your position on the proposed Ardmore Redevelopment Plan and what will you do regarding its implementation if elected?

A. I oppose Ardmore Redevelopment "Plan B." I believe a better plan can be created for Ardmore, one that derives from a true public/private partnership, builds upon the unique town character and traits of Ardmore, is developed with substantial input from residents, business owners and visitors, and earns the support of the community. A better plan will better reflect the appropriate balance of interests among all affected parties.

If elected, I will work to ensure that Plan B is not implemented, and I will initiate the necessary process to develop the better plan described above. I came to know Ardmore intimately as the Township'e economic development specialist 1998-2000, and have extensive experience advancing appropriate community development throughout the country.
I will use my knowledge and skills to facilitate well-considered, smart and cost-effective redevelopment decisions that are right for Ardmore and our community.
