1. Do you agree or disagree with the finding of blight in Historic Ardmore? Please elaborate.

A. I do not agree with designating Ardmore as a blighted area. A designation of blight should be reserved for areas generally characterized by buildings that are so extraordinarily deteriorated as to render rehabilitation or conservation unfeasible. Among other factors that could be considered in determining whether an area is blighted are: depreciating property values, abandoned buildings, incompatibility of an existing mixture of residential and industrial property, incidence of crime, lack of sanitation, fire hazards, and pollution. Common sense tells us that the conditions in Ardmore do not rise anywhere near to the level of "blight." Even a cursory glance makes it apparent that Ardmore is a viable downtown area with thriving restaurants and a diverse mercantile population. The buildings are neither extraordinarily deteriorated nor unfeasible for occupation. To the contrary, property values are increasing and except for a few vacancies the buildings are occupied with established businesses. This is especially true of the area in Ardmore that is the focus of potential demolition.

2. In what circumstances and situations should eminent domain be exercised by Lower Merion Township?

A. If eminent domain is to be considered it should be considered only where there is a clear public good resulting and no other feasible method to achieve that public good. Ardmore's business district is not an appropriate area for government to invoke its eminent domain powers.

3. What is your position on the proposed Ardmore Redevelopment Plan and what will you do regarding its implementation if elected?

A. As I have been saying from the beginning of my campaign, I would like to see a plan implemented in Ardmore that preserves rather than demolishes the existing downtown area. If elected I will support proposals that promote organic growth and preservation in Ardmore and elsewhere in the Township. A thriving Ardmore benefits all of Lower Merion and its residents.
