Please note, we have asked around for feedback and here is a bit of it:

(1)Everyone is grateful for infrastructure upgrades, but the question has to be asked: what is being pumped into the inlets and storm drains that flow directly to the Gulph Creek in North Wayne? The utlimate problems? Are there supposed to be little screens or filters at the end of the hoses that are displacing the water down Willow Avenue and elsewhere? If this is a neighborhood with chronic water problems aren't clear drains important? And what else is in the water besides dirt and mud which can clog up the works? If these inlets and drains feed to streams, shouldn't precautions be taken?

(2)Please note that mud is very bad for the stream. This mud being from the street
possibly carried petroleum products and heavy metals. In addition, this mud
typically will be "finer" than normal silt and can choke off plants and critters.

You're right on all accounts. This is a violation of the Federal Clean Water Act, Pennsylvania Clean Streams Law, and any NPDES MS4 Permit which Radnor Township undoubtedly has. I suggest you contact both Radnor Township and the Pennsylvania DEP at 484-250-5900.

Utility Line Services are the subcontractors on this job and will have to deal with this as we have heard Aqua is all over this (kinda hard to ignore photos).

We also hear that Aqua will be checking the inlets and stream, etc and will remedy anything found to be wrong.

Ultimately, local municipalities have to take a greater interest in these infrastructure upgrades and utility issues - for example - what Lower Merion did this past summer with the utility summit should be repeated here in Lower Merion and used as a model elsewhere.

And residents also should keep a wary eye out. If they see things like what is below, call and question it. We're still waiting to hear what else happens.

P.S. We are also trying to discover if Radnor Twp weighed in at all....or if it was just citizen activism that got this done...

You can get a copy of Haverford Township's NPDES MS4 Annual Report (National Pollutant Discharge Elimination System Municipal Separate Storm Sewer System). This report has to indicate complaints from anyone regarding storm sewer discharges and illegal dumping (which discharging sanitary sewage would definitely be). The report then also has to indicate what the Township's response is/was and how they handled the complaint. The Township is required to submit this report to PADEP (Rich Breitenstein) annually no later than June 9th, so you should be able to get a copy of last years report which would cover the time period from March 2006 through March 2007.

It wouldn't be a bad idea to contact the Lower Merion Conservancy and the local chapter of the Sierra Club regarding these illegal dumping activities. They tend to be fairly vocal and can help add pressure to the regulators.

Rich actually has already contacted the township to remind them that they have to include complaints regarding storm sewer discharges and illegal dumping and what the township response was and how the issue was handled. The last report makes no mention of any complaints on behalf of the residents and I know it should reflect multiple complaints. I do know what the response for this past time period was - again, nadda. We are waiting to see what the township will do now, and even Rich commented to me that he would contact them to see if he "gets blown off" also - so we shall see. The LMC and the Sierra Club are also very good suggestions.

You can't always wait to just hear from the township. Sometimes you also have to contact these additional groups and state agencies. We all know that sometimes within townships there are unfortunate communication disconnects, right?

Actually, if your storm sewers discharge to creeks and other bodies of water, contact the The Delaware Riverkeeper too www.delawareriverkeeper.org (the reality is that although the Lower Merion Conservancy might wish to help, they are in Montgomery County, Lower Merion Township - but hey they should be able to direct you- there is also the Radnor Conservancy). What about your County Conservation district, and also, maybe try things like the PA Fish & Boat Commission - if this stuff is feeding to streams, etc, they will also be interested no doubt.

The Delaware Riverkeeper is an invaluable resource.

As for an update re: Aqua, they are pledging to do whatever clean up is necessary in the Gulph Creek and in storm drains and inlets. Residents tell us that a day or so the Utility Line Services subcontractors for Aqua tried to sweep the street. Of course they didn't sweep the mud UP and REMOVE it, it was swept right into the storm drain grate things again. We're waiting to hear if Radnor does follow-up, if anyone knows anything, please post it. We're still curious as to the entire handling of this by Radnor Twp staff, huh?

As an FYI and in agreement with contacting the Delco Conservation District. You might want to check the recent post about the SABA website. Take note of the VP of SABA, Ed Magargee. Ed is the head of the Delco Conservation District, and he's a good guy, so please let him know and I would imagine he'd take some kind of action.
