Berwyn brothel trio charged
They used Chinese women as prostitutes, U.S. charges in indictment

TWO YOUNG women from China thought they were going to work as bonafide masseuses at the Swan Day Spa in wealthy Berwyn on the Main Line.
But the two illegal aliens balked when instructed to hop in the shower with a client and massage his genitalia, for $60 in cash, or $65 on a credit card.
In a fit of anger, the spa manager drove them around, screaming and calling them derogatory names, and threatening to turn them in to the police and immigration authorities. Finally, the boss hit one woman with a set of keys.
So, the two women ran away and told police of their plight.
Indeed, the Swan Day Spa was a front for a brothel, and the three people who ran it were arrested in Nevada and Pennsylvania yesterday.
"Simply stated, forced labor is modern-day slavery," said John Kelleghan, special agent in charge of Immigration and Customs Enforcement (ICE.)
The two-year ICE probe was part of a federal mandate to crack down on human trafficking, and prevent the exploitation of others through forced labor.
In a six-count indictment returned on July 16, spa owner William J. Strunk, 68, of Las Vegas, manager Chun Yong Madden, 54, also known as Kimberly "Kim" Suemi, and John G. Evans Jr., 63, both of Parkesburg, Chester County, were charged with conspiracy related to operating the brothel.
Strunk and Madden also were charged with using a facility in interstate commerce and interstate travel in the aid of racketeering.
Madden also was charged with forced labor. If convicted, they face up to 20 years in prison, a $1 million fine and forfeiture. Madden could face an additional 20 years and a $250,000 fine.
The Swan Day Spa was located inside an old beige stucco building with brown siding and shared an asphalt lot with an abandoned Meineke repair shop....Strunk also rented a nearby apartment, where prostitutes lived until they moved to the next brothel.
After the two Chinese women, identified as Y.Y.Z. and J.H., fled on May 5, 2006, they met with police on May 9, 2006. Police notified ICE agents....Strunk opened accounts at Sovereign Bank, where cash and credit-card transactions were deposited, totalling $195,881. ICE agents tracked transactions by Strunk and Madden from Berwyn to Dallas, Texas, Omaha, Neb., Hagerstown, Md., and Sunrise, Fla.
From these accounts, Strunk, Madden and Evans made withdrawals for their personal benefit and to run the prostitution business, authorities said.
The indictment only cited three financial transactions from customers: $65 from "ML" on Dec. 14, 2005; $65 from "JR" on March 29, 2006; and $75 from "PD" on May 10, 2006.
The brothel's visitors and employees kept a low profile, but didn't go unnoticed, said Chris Cardamone, the manager of Phil's Famous Pizza of Berwyn, located next door to the spa.
"You would see more lunchtime traffic," Cardamone said. "Men and women would park across the street and walk over.

Chester County prostitution ring broken, authorities say

In the quaint Chester County village of Eagle, a tropical sign with palm trees outside the Melrose Day Spa yesterday contrasted starkly with the law enforcement raid proceeding inside.
The business on Pottstown Pike was one of two sites targeted by local, state and federal officers, who took three people into custody on charges ranging from conspiracy to promote prostitution to attempted forced labor. The other location was the Swan Day Spa on Lancaster Avenue in Berwyn.
William J. Strunk, 68, of Las Vegas; Chun Young Madden, also known as Kimberly Suemi, 54, of Parkesburg; and John G. Evans Jr., 63, of the same Parkesburg address, each were charged with running a brothel in Berwyn between April 2005 and January, as well as violating interstate travel in aid of racketeering, the U.S. Attorney's Office said in a news release.
Madden also faces charges related to an alleged attempt to force two illegal immigrants from China to perform massages that involved sexual contact with male customers, the news release said.
The federal indictment says Strunk transported two women from the People's Republic of China to Berwyn, where he rented an apartment for them and instructed them to work for Madden at the Swan spa.
About May 5, 2006, Madden engaged in sexual contact with a male customer to show the women how to conduct business. She threatened to take them to police if they did not perform as instructed, hitting one in the head with a set of keys and prompting them to flee, the indictment said.
"This is not an ordinary case of prostitution," acting U.S. Attorney Laurie Magid said in the release. "As the indictment alleges, the defendants in this case attempted to force illegal immigrants to work in their criminal enterprise by using threats of deportation.".....Michael P. Robinson, Madden's landlord, gave her 30 days' notice of eviction two weeks ago - but not because he suspected illegal activity.
"I got tired of fighting her for the rent," he said,
Yeah, I just bet the landlord got tired of fighting her for the rent, right?

Oh and did you see the last Neighbors section of the Philadelphia Inquirer? It's about Joe Daly leaving LMPD for Springfield? Do you think Lower Merion Township will actually start talking about him leaving instead of acting like it's not happeneing?

permalinkLMwatcher is right. As a matter of fact, a local activist has been asking the LMT commissioners for years why this brothel has not been busted.
This activist (who blind copies some people in Lower Merion on his emails) has provided the LMT commissioners over the years with links to web forums that discuss details of sex acts at this brothel, which pretty much confirms what it is. One mentioned sex with a four year old.
What I find so bizarre is that the web forums disappear soon after the links are sent to the LMT commissioners (I figure the Lower Merion Police go after the web sites for promoting illegal behavior) but the brothel remains in business years after the LMT commissioners were made aware of it by this activist, and no doubt they must have been aware of it before then since it has been around for so long and is so near the township building.
So why has this brothel not been put out of business? One theory is the LMT commissioners are trying to cover-up this brothel and not bust it so they and the township do not get the bad publicity for allowing it to operate for so long (such a thing could never exist in Lower Merion!). Meanwhile, this place continues to create a huge health hazard to Lower Merion residents as deadly diseases are no doubt being transmitted.
And talk about “gateway” crimes. The commissioners just made a big deal about passing a graffiti ordinance that makes criminals out of crime victims because graffiti is a gateway crime. How about an Asian brothel as a gateway criminal enterprise to human trafficking, child abuse, the drug trade and organized crime?
Yet all the LMT commissioners and police appear to do is wipe out the internet evidence while allowing the place to remain in business so they can save face.

Maybe whomever this activist they should go to the Feds on this? Has this activist gone to investigative reporters from the media? What about the NBC10 Investigators? Couldn't you JUST see LuAnn Cahn going "undercover"?

permalinkI have been copied on emails from this distribution list and yes, this activist got so frustrated with the police committee (Lance Rogers, Maryam Phillips, Louis Gould) not responding to any of his/her emails - not even saying they would look into it, that as I understand it, this activist went to the state police after a year of nothing happening. I have seen the links that described the sex acts, and there are still some old ones on the net. The newer ones have disappeared. This house of prostitution also blatantly advertises in the adult services section of the free weekly Philly papers, and the ad is a map of the block the "spa" is on smack in the middle of Lower Merion. This ad is in a section where "escorts" advertise their "incall and outcall" services and where they provide their body measurements with pictures of them naked with their privates covered by stars. I was copied in on a PDF file of one of these ads.
My question is, what did we elect these people for if they won't even respond to criminal complaints and say they are looking into them? Why all the secrecy? While there may not be a cover-up, but rather an inability of the Lower Merion police to get the evidence to make arrests, being silent to a criminal complaint after years of nothing happening gives at least the appearance of impropriety in my mind. Any complaint that makes the township look bad gets the silent treatment. Were these people elected to hide things from the residents of Lower Merion or to serve them through an open and honest government?

permalinkIt is VERY serious, but alas the local papers don't appear to want to ask the tough questions. Maybe they want to protect their knowledge/privacy of this activist since I think they have been blind copied on emails regarding this issue, but I can't say for sure. Perhaps after reading this now the local press may want to ask some pointed questions.
What I also don't like is how the Lower Merion commissioners protect the local government from ever looking bad, but they have no problem with the local government making citizens look bad if they do something wrong - whether by attacking them at township meetings if they don't like what citizens say or having the police release for publication minor criminal infractions. Fair is only fair. The job of the commissioners is as much to protect citizens from goverment ineptness as much as it is to protect us from each other, but when commissioners are elected for some unkown reason they become servants to the township when they should be servants to the people.
A perfect example is this Daly thing. Why the silence? I'm pretty sure I know why, but I want to wait a while and see what, if anything, the LM commissioners have to say.
Meanwhile I would suggest to the women of Lower Merion who are in relationships that if they have any concern about fidelity that they may want to get tested and also ask their significant others to wear protection.
Our local government should have made such a warning years ago, but alas it would make them look bad.

Ok yeah, we all like to poke at them over development and meeting shenanigans, but retribution governing? How very, very ugly. How do you know so much if you don't live around here? Or is it that you have to leave a municipality to see it?

permalinkI know so much because I grew up in Lower Merion, I work right next to Lower Merion, I lived for years as an adult in Lower Merion (but live on the upper Main Line now) and am friends with a certain activist I went to high school with who not only blind copies me on emails to the commissioners, but I talk to this person fairly often. The township is often a topic of conversation in rotating games of Texas hold 'em we have. Most of the people in the games either grew up in or currently live in Lower Merion.

permalinkI'm sure they tried to put the place out of business. The question is - how hard did they try? They were made aware of it by an activist who has reminded them about it for years. How many years does it take? Are they really motivated, or does the township just wish the issue would quietly disappear while the place stays in business?
If someone confronted the township now and could actually get an answer I'm sure the response would be along the lines of there being an open investigation, they can't speak about it, but they are doing everything they can to fight crime in Lower Merion.
Meanwhile other places like this have been busted left and right in Exton, Berwyn, Philly, you name it. The fact that this horrid place has operated so blatantly for at least ten years seven tenths of a mile from the police station is unconscionable. The fact that a citizen has complained about it to Rogers, Phillips and Gould on the police committee and been ignored numerous times over several years is unconscionable.
And let me tell you, this is only the tip of the iceberg in regards to incompetence and cover-ups by the township, but that is best left for another day and probably some other people to tell - and hopefully out in the open and in person.

But if you are commenting on what I assumed to be a Berwyn issue, imagine who else is reading? This whole thing is crazy and what is craziest is having to worry about discussing things? Yes I am one of many on this site, like you. I still wish to give the township benefit of the doubt. It can't be easy catching crooks like on t.v., right? I still think that we have a decent police department here, and not all in local government are awful, right? Mebbe that makes me Pollyanna or an eternal optimist, but I want to believe the best in people at least sometimes, right?

permalinkI'm not going to disagree with you. I always give people the benfit of the doubt. Sometimes they exceed any expectations you may have had (always best to set expectations low and take life easy!), and sometimes people disappoint.
I personally have very little experience dealing with Lower Merion township directly. I do have a very good friend who I have known for over thirty years. He is a good person and he has been taken advantage of by the township, and from the facts I know the township has covered up all sorts of terrible behavior.
This really is not my fight. At the same time, if everybody just wants to put their heads in the sand (not saying you are) and give the "benefit of the doubt", you could possibly continue bad, corrupt or incompetent behavior in government.
From my experience from what I have witnessed with two other people, I just don't have much faith or trust in the township. Others may have had a positive experience in one or two contacts with the township and think they are great.
However, I'm willing to bet that those that had positive experiences with the township never had a complaint that could make the township look bad.
