such a good cartoon. carla is ridiculously talented. i wish carla lived in radnor in ward 5 and could run for commisioner (well, her or judy sherry). as a ward 2 resident, im happy that christina perrone lives in my ward - maybe she will run again in the next commissioner election - never did learn much about diane edbrough, who the dems ran against higgins in 2007, except she seemed to be tied to spingler. not a good move, imho.

And guess what? Even though the meeting was at the Firehouse (if that means anything) she was once again absent. So I asked the Commissioners which of them was going to look out for the fifth ward as they are making tough decisions about the budget and cutting services? Of course they had no response other than to ask the lawyer what could be done....

Yep, The solicitor said that both the residents of the ward and the BOC have options that he did not care to publicly discuss since he was talking about a sitting Commish.

I suggested that in the past the Board had used the Ethics Board for silliness and that the MIA Commish, absent a honest medical excuse, should have ethics charges filed against her, either by individual members, or the board as whole.

The Charter envisions 7 members, an uneven number, her absence significantly affects the board dynamics which can impact every resident in the township. It is a serious issue.

My suggestion was met with total silence from both the board and solicitor; awkward.

The meeting was recorded and should be posted on the township site soon.

So, meeting was recorded but not live because it was off site at the firehouse? Or not? Was Sam Strike there?

Good for you guys speaking up! What was the commissioner demeanor? Anyone look uncomfortable or anything while this was being discussed? If so who, because as Chip points out your charter calls for 7 commissioners and John pointed out in a crucial time for your township, there is no one representing one whole ward.

And the ethics board, hmmmm? Maybe that should have been done last year during a certain election, when behavior unbecomning an elected official was exhibited?

So who will she sue now? Radnor Garage is no mo', right? I wonder what this blogger is thinking who wrote this a year or so ago:

Lisa do you note here that you only post positive comments?

To repeat- Lisa Paolino is fickle. After winning the last election by 1 or 2 votes she now immediately announces that she wants to be a State Senator!

No wonder her constituents are ambivalent about her. She is ambivalent about them!...To sum up…

Lisa has a questionable record of achievement, a questionable record of financial management, a habit of blaming others for her failures and an inability to stick to commitments.

Pennsylvania has better people. Pennsylvania deserves better people!

She's sick.....?!!! If she's sick enough to be home in bed, how can she do her commissioner job? Yet she is well enough to speak to media? Wow, is that like multi-tasking? Yet the thing is this, it takes people speaking out in public to get her to speak herself? I don't live in Radnor, so Radnorites how do YOU feel about this? Bravo John & Chip for speaking up. Maybe none of the commissioners said anything because they were stunned?

It’s odd, people have noted.

In 2008 Radnor Township commissioner Lisa Paolino (Ward 5) missed only two of 21 public Board of Commissioners meetings — an excellent rate of attendance.

But this year she has only attended four out of 12 public meetings so far, and two that she missed were significant votes on the fate of the township’s former manager.

On Monday night two Radnor residents were the first to broach the subject in public, asking who was representing the constituents of the Fifth Ward on the board and commenting that her seventh vote is indeed important.

“I haven’t been attending due to medical reasons,” Paolino told Main Line Suburban Life Tuesday. “Just because I can’t attend and sit there for four hours for medical reasons doesn’t mean that I’m not performing my duties as a commissioner.”

And she maintains that she is indeed still active as a commissioner in the Fifth Ward, which is the Bryn Mawr section of Radnor Township. She is being paid the small stipend that commissioners receive quarterly.

Bryn Mawr resident John Nagle...asked the six attending commissioners at their meeting Monday who among them was going to represent the residents of the Fifth Ward....Second, the board was discussing the subject of possibly serious budget cuts, and “I just had to speak up.”

Wayne resident Chip Layfield said that without Paolino’s seventh vote, “it’s significantly harder now to bring change.”

The uneven number of board members makes things happen, Layfield said, and is important to the board’s voting process.

Layfield said that if a medical reason is keeping Paolino from meetings, the rest of the commissioners need to be informed of that and need to discuss that situation.

Absent that, “I think they have a sworn duty to investigate.”...Paolino has not said anything about resigning, but if she were to resign, the remainder of the board would appoint a person to temporarily fill her post until the next election, during which a special election would be held to fill out the remainder of Paolino’s term, which ends in 2011.

Bullhockey! How is she serving? Is she doing business out of public view (which is a violation of Sunshine Act, isn't it?) The Commish are making important decisions affecting the Township and the Ward and only votes at the Commish meeting count.

If she can't attend the meetings due to medical conditions she should resign.

I am just trying to understand her record (which one would think by now she would be defending if she wanted to remain in policis? So it's all real cool that she has this exciting new career, and I am not knocking it or Michael Sembello, even if those comments he left on her blog during the state senate primary are now more unbderstandable, right? All I am saying is what she is trying to do career-wise undoubtedly takes a whole lot of time...as does being a commissioner - so maybe as a woman, she can't have it all and should choose? So is she sick? Or not? It's pretty darn confusing, isn't it?

Methinks Lisa needs to get a note from her doctor to give to the board president to prove she is ill.

We don't need to know the details of her illness, but does anyone really know if she is ill or not - outside of Paolino saying so?

Seriously, this is a job and you just can't miss work in the real world for being ill without documentation, and since she is a public official this should be documented to the public while maintaining her medical privacy on any specifics about her illness.

My sense is that the Commissioners are burnt out from Bashoregate, pink slips, endless investigations and have simple not gotten around to addressing the public component of the manager search. It must be a very stressful time for them and while it is understandable, it is not acceptable.

My hope is that they can get back on track and see the benefits of publicly developing search criteria and opening up the process.

Clearly, it is in whoever they hire's best interest to engage the public, business and candidates in the process sooner rather than latter.

As to your rumor, I don't think it's a done deal either way yet, so be sure to give them a nudge at the next meeting.

Actually, any Radnor resident, especially from the 5th ward can get up and ask for documentation. It does not have to be John, and in truth, look how helpful it was when Chip got up at the last meeting?

Just 2 1/2 cents (inflation you know :<})

I think I read on here that Chip Layfield lives in Ward 6. But you are so right Carla - whenever Chip speaks or writes, I listen. He was much more persuasive and forceful than John Nagle at the last Commissioners meeting, even though they talked about similar issues and had similar stances. John's meek almost apologetic tone was "I guess nothing can be done about Lisa", and Chip's clear authoritative tone was "Something must be done about Lisa ASAP."

However, to be fair to John, Chip seems to know more about politics and the goings-on in Radnor than anyone else. It sure would suck if he followed Dave Cannan (IMHO, the greatest commissioner Radnor has ever had) westward.

Thanks Carla, I am hopeful that my comments about the lack of public process in developing the BOC's search criteria for hiring the new manger gets picked up by the press and a Commish or two.

The commissioners should immediately, and publicly, state what criteria they are using as a board, and personally, to make their determination.

The 3 commish candidates should also be be brought into the process ASAP since 2 will be elected and have to work with whoever is hired.
