I know who this guy is. He is far from homeless. He owns a condo at Haverford Village Condominiums on Ardmore avenue. In addition to dumpster diving, he owns a full size pickup truck and does house cleanouts.
This guy has been doing this for years, such a whack job. This treatment of one of our business leaders is not acceptable, and someone should let the police know about this
This guy's condo faces Haverford College. If you go into the Haverford Village complex and follow the driveway around to the right, he is along the back. He travels around in his pick-up truck collecting the contents of recycling buckets the night before collection when everything is at the curb ... other times he is on the bike (as seen in the picture) going through trash cans and dumpsters all over Ardmore. He is considered "dangeros to talk to". Perhaps the police should speak with him .....

Not sure exactly how it works in LM, but this could well be theft.
Waste collection costs are often calculated based on an assumption that a set amount of money from the sale of recyclables will be made. If this guy takes a lot of recyclables, it could drive up our solid waste fees/taxes. If that is the case, this guy is stealing from both taxpayers and the township.
Interestingly, it is not illegal to take regular trash. The Supreme Court ruled as much in giving cops the ability to take stuff from your trash if they are investigating you without it being theft.
As for the dumpsters behind the businesses, that strikes me as trespassing if he is unwanted. If he were nice about it and came early in the morning before business owners opened and kept things clean, I would doubt business owners would mind, but the way he is going about it, a business owner could have him charged with trespassing - and I'd say he has it coming to him given his belligerent attitude.

Mommy was not having that!! No reason to yell at a 3 year old that's just curious.... What a mess that guy is.
As others have said, this is definitely something to talk to the police about.
Someone said they knew where he lives and what kind of vehicle he drives. I don't think posting that here would be such a hot idea, because I don't want to see him harassed over something which is admittely, well in the "misdemeanor" category, but passing such info onto Sherry so she could pass it on to the local police would be a good idea.
I have been told the police are aware now. But this guy has been doing this for a while and it is not right
Locks are usually put on dumpsters to prevent people from putting things in, but they may be the solution for this situation, as well.

Sorry if it is too negative for your delicate sensibilities, but I am also allowed to offer my opinion since this happened to a FRIEND of mine. The funny thing is this, this post was neither particularly positive or negative. So I am not quite sure why you felt the urge to chide.

A few years ago Radnor made it a rule that once the homeowner puts the recyclables at the curb the Township is the owner of the contents.
I think they had issues with night time pickers taking aluminum. That rule is for homes not private businesses.
Business dumpsters are on private property so it would be trespassing if one does not have permission.

Writing stuff like "its hard enough for thsee businesses in lower merion" is just blanketed negativism the world doesn't need. I'm sure lots of people wish they could live in lower merion or conditions like it Attention brought facts, which was the majority fo your post, yes.
Commenting how it is hard enough for businesses in Lower Merion to exist without the added crap of a nasty dumpster diver is NOT "blanketed negativism" it happens to be the truth. And reality. I have been told this guy dives for bottles and cans to recycle they assume for money. Ok so maybe he needs the money. We can all get that. But getting nasty with people who don't want them in the dumpster they pay for and are responsible for (including picking up the trash he tosses around when searching for cans and bottles) is not acceptable.
