York Daily Record: Property owner sues again
York's mayor stood by the city's use of eminent domain in the case.

A York man who lost a bid to block the City of York from taking his West Springettsbury Avenue property has filed a federal civil rights lawsuit claiming city officials employed unlawful means to seize his property through eminent domain.
In the lawsuit, filed in U.S. Middle District Court Aug. 31, Emmett Mann alleges city officials, the city redevelopment authority and York College colluded to devalue and condemn his property after private sales negotiations with the college failed.
Mann had wanted $200,000 for the duplex at 243-245 W. Springettsbury Ave.; the college offered $150,000.
The lawsuit names Mayor John Brenner; David Redshaw, a rehabilitation specialist with the city's housing bureau; Don Hoyt, assistant city and redevelopment authority solicitor; Robert Kinsley, president of Kinsley Construction and vice chairman of the York College Board of Trustees; Matt Jackson, the city's redevelopment authority coordinator; York City Assistant Fire Chief Steven Buffington; Police Officer William Wentz; York College; and the Redevelopment Authority.
